DOGS can seem pretty unholy after going through the rubbish and digging a few holes in the backyard, but thankfully animal owners were able to put a bit of holy back into their pets after this morning's Animal Sunday service at St Luke's Anglican Church.

Dogs howling at hymns and grumbling at prayers for cats provided for a light hearted church service as Reverends Penny Jones and Val Grayson presided over what is easily the most fun Sunday on the church's annual calendar.

Pet owners brought along their furry friends to enjoy an outdoor church service aimed at thanking the little critters that often make our most dependable and loyal friends.

There were prayers for cats, dogs, ducks and even elephants said, as well as a moment to reflect on furry friends passed on.

"It's so important to recognise our interdependence with the animal world because we have one creator and we belong together in the web of life," Rev Jones said.

"They give us such marvellous gifts such as unconditional love and loyalty and deserve to be recognised."

Apple Maps reveals high-security locations, Google Maps adds the right detail

Apple Maps has been called blurry, inaccurate, and unfinished, but there's one area in which the Cupertino company didn't skimp on the detail: high-security locations.

In a three-way comparison of iOS 6 Maps, Google Maps, and Nokia Maps, The Verge found that Apple paints the clearest picture of military installations that are sensitive to various countries' national interests.

Turkey has the most to complain about. Its island of Imrali counts Kurdish separatist leader Abdullah ?calan among its high-risk inmates in a maximum security prison, and it's as clear as day on iOS 6.

Dutch military contractor IBL, deemed a "tank workshop" by the site, was also fully visible in Apple Maps when looking at Personeelsvereniging Tankwerkplaats, Netherlands.

The same is true for a vital military airstrip on the Japanese island of Minamitorishima.

Apple didn't make any exceptions for its home country, as the United States' Aberdeen Proving Ground hasn't been obscured in Maryland.

Likewise, the U.S.'s joint interests as part of NATO are outed in Geilenkirchen, Germany.

The Google Maps Difference

Google, which has provided its mapping service to the public since 2005, had made it a habit to obscure these perceived security risks for a number of years.

Blurring, pixelating, and overexposing are some the ways in which Google Maps and the Google Earth software hide sensitive locations.

But Google said that "it has never blurred any images," according to a statement to The Verge.

Instead, satellite images arrive blurred from its "variety of sources," even though the sources are often the same providers used by Apple and Nokia.

New Google Maps Update at 45 degrees

Apple is busy apologizing for iOS 6 Maps, asking for everyone's patience and suggesting third-party alternatives. Google, meanwhile, hasn't rested on its laurels, adding 45 degree imagery for 51 new cities.

This birdseye view is now available in 37 U.S. and 14 international locations. Most notably, the Google Maps update shows off the Leaning Tower of Pisa and its famous 5.5 degree angle.

Not forgetting about the tried-and-true aerial imagery, Google also updated the high-resolution satellite maps for 17 cities and 112 countries.

The entire city of Lancaster, Calif. no longer shows up looking like a blurry field of nothing - a technique Apple sure could borrow for military installations worldwide if Google is done with it.

Burmese leader Thein Sein has told the BBC he would accept Aung San Suu Kyi as president if the people vote for her

The president insisted that the will of the people would be respected whoever they chose in an election due in 2015.

He reiterated his commitment to the country's reform programme, and said he and Ms Suu Kyi were working together.

Thein Sein, a former leader of the military junta that ruled Burma for decades, has overseen a dramatic shift towards a civilian-led government.

Two days ago he spoke at the UN General Assembly, congratulating Ms Suu Kyi on receiving the US Congressional Gold Medal.

In an interview with the BBC's Hardtalk programme, he went even further by talking about the possibility of the Nobel Peace Prize winner becoming president.

"Whether she will become a leader of the nation depends on the will of the people. If the people accept her, then I will have to accept her," he said.

"There isn't any problem between me and Aung San Suu Kyi. We are working together."

But he added that the army, which retains many of the seats in parliament, will continue to play a central role in the country's politics.

Ms Suu Kyi was kept under house arrest for 15 years and repeatedly denounced by the former regime.

Thein Sein's remarks this week have been the warmest from Burma's political leadership since the junta was formally dissolved in March 2011.

But Burma still faces many problems, including a recent outbreak of fighting between Muslim Rohingya people and Buddhist Rakhine people.

The president has repeatedly pledged to end internal strife, but neither he nor Ms Suu Kyi have provided a possible solution to the problems in Rakhine state.

Meanwhile, the president also renewed his appeal for economic sanctions placed on his country to be lifted.

US Secretary of State Hillary Clinton has already said the US would ease its import ban on Burmese goods.

Many other targeted measures have already been lifted by the US and other Western countries.

Within the 175 pages of this 8-1/2 by 10-1/2-inch hardcover book, written by Donald Hughes & Vito Witting Da Prato, resides all the information any Alfa Romeo enthusiast could ever want, or need, to learn about the special Giulietta competition models. This is the most detailed account of the design, development, production and competition performance of those custom aluminum-bodied racing Giuliettas known as the SZ and SZT models that?s ever been written, which is why this book is so cherished by Alfa enthusiasts.

Because these competition Alfas were based on production models, there?s quite a bit of equally interesting information on the other Giulietta models, too, such as the 750 Veloce, SVZ and SS. A number of rare factory photos from both Alfa and Zagato, as well as engine tuner Conrero, show the cars being built and the engines tested, all of which is very appealing for those who want the hardcore facts about these exciting, pretty and now much sought-after and valuable handmade sports cars.

While the period historical and racing photos and illustrated drawings are black and white, the reproduction is excellent, and a full-color 16-page Salon fills the center spread. Reprint of original road tests from Road & Track magazine add flavor to the content, as do all the numerous vintage racing photos taken throughout Europe back in the day that are an absolute blast to look at.

Like many such books with limited appeal, the print run was just a few thousand when it was first published back in 1989. Now it seems every Alfa and vintage racing fan wants a copy; thus its value has risen quite high. The recent Car Book Value Guide lists the going value for a quality used copy at $200. I bought my copy when it was first published for the then list price of $39.95, which, at the time, was fairly expensive. But regardless of its value today, or in the future, this is one book that will remain in my library because it?s just so enjoyable to read.

HSBC PMI activity slide raises China Q3 growth risk

BEIJING (Reuters) - China's economy has almost certainly suffered a seventh straight quarter of slowing growth, with a new private sector survey of factory managers revealing a near year-long decline in business activity and a fresh fall in export orders in September.

The HSBC China Manufacturing purchasing managers index (PMI) showed overall factory activity shrank for an 11th consecutive month in September, despite the 47.9 final index level being slightly ahead of a preliminary, or flash, estimate of 47.8 and the August reading of 47.6.

It extends the longest run of readings below 50 - which separates expansion from contraction - in the survey's 8-year history, with the need for more pro-growth government policies signaled by a fall in the output sub-index to its lowest since March and a slide in export orders to a 42-month trough.

"The sharper contraction of new export orders and the lingering pressures on job markets mean that Beijing should step up easing to support growth and employment," Qu Hongbin, chief China economist for survey sponsor HSBC, said in a statement.

Two cuts to interest rates, the easing of bank reserve requirements that freed about 1.2 trillion yuan ($190 billion) for lending and the approval of infrastructure projects worth more than $150 billion have so far failed to arrest the decline in China's overall economic growth.

"Fiscal measures should play a more important role in the coming months," Qu said.

Analysts expect 2012 to be China's weakest full year of growth since 1999 at just 7.7 percent, according a Reuters poll which forecasts annual growth of 7.4 percent in Q3, down from Q2's 7.6 percent.

The slide in the PMI's export orders sub-index to a three-and-a-half-year low of 44.9 is a crucial gauge for the accuracy of that call.

EXPORT SLIDE

Exports generated 31 percent of gross domestic product in 2011, according to World Bank data, and support an estimated 200 million jobs - around a quarter of the country's workforce.

Export growth this year is averaging around 7.8 percent versus 2011. August's growth slumped to 2.7 percent compared with a year ago and the Commerce Ministry sees a risk that things get worse in the months ahead - jeopardizing the official 10 percent target for expanding trade this year.

An adviser to China's central bank conceded on Thursday that Beijing policymakers had underestimated the severity of this year's global economic slowdown and said that further cuts to interest rates or reserve requirements would hinge on any new deterioration in the external environment.

China's exports have been hit hard by the festering sovereign debt crisis in the European Union, where a slide back towards recession has sapped demand in the single biggest foreign market for Chinese factory goods.

Analysts say the destocking it has triggered has dragged down industrial production growth and will ultimately show up when Q3 economic data is published in mid-October.

"We expect the data to show that demand remained weak, destocking continued and the recovery has yet to happen," said Tao Wang, China economist at UBS in Hong Kong.

"We forecast that industrial production growth slowed to about 8.6 percent year-on-year in September, while Q3 GDP growth slowed to 7.3 percent year-on-year," she wrote in a client note.

Tao believes the deterioration is so entrenched that GDP growth will slow to an annual rate of 7.0 percent in Q4 before rebounding through the course of 2013.

The consensus view is that Q3 is the nadir of this cycle and the HSBC PMI offers some sign that this may be the case, despite the index having consistently pointed to a more bearish economic backdrop this year than China's official PMI.

The official PMI is set to be released by the National Bureau of Statistics (NBS) on October 1 and analysts polled by Reuters expect it to have rebounded to 49.8 from August's 49.2.

A difference in samples and survey methodology largely explain the discrepancy. The NBS captures data from China's biggest firms - the dominant state-owned enterprises - while Markit, the UK-based data provider that compiles the survey sponsored by HSBC, tracks mainly smaller private sector firms.

SOME SIGNS OF STABILISATION

Markit said its survey detected some signs of stabilization in manufacturing activity in September as the rate of deterioration in the sector eased.

Backlogs of work remained steady for 77 percent of respondents, while only 13 percent reported a decrease.

And it said the rate of job cuts reported was relatively modest, with nearly 85 percent of survey respondents indicating no change in employment levels on the previous month.

Unemployment is a vital indicator for China's ruling Communist Party, which is acutely sensitive to anything that could trigger discontent in the run-up to its party congress - expected later this autumn - when a new generation of leaders will be named ahead of a once-a-decade handover of power.

The loss of millions of Chinese factory jobs in a matter of months in late 2008 as world trade ground to a halt during the depths of the global financial crisis triggered a massive 4 trillion yuan ($635 billion) stimulus package from Beijing.

The lack of job cuts so far and persistent signs of tightness in the labor market are cited by analysts as one reason for the government's reluctance to open the stimulus taps this time around, along with attendant inflationary and speculative risks that it could unleash.

Credit ratings agency Fitch said on Friday it had downgraded its 2012 growth forecast for China to 7.8 percent, from 8 percent previously, on a combination of slowing exports and efforts to squeeze speculative risks from the economy.

But it said it did not expect Beijing to deploy any more than marginal monetary and fiscal tools to boost growth, unless there was a sudden deterioration in the labor market.

"The resilience of the labor market seen in current data suggests growth of 7.5-8.0 percent may be in line with the economy's potential rate," Fitch said.

China seals fate of disgraced politician Bo Xilai

Bo Xilai, who had been a candidate for top office in China until caught up in a scandal that included a murder, will face charges for abuse of power, bribe taking and improper relations with a number of women.

BEIJING -?China's ruling Communist Party accused disgraced politician Bo Xilai of abusing power, taking huge bribes and other crimes on Friday, sealing the fate of a controversial figure whose fall shook the country's looming leadership succession.

The once high-flying Bo faces a criminal investigation and will almost certainly end up in jail.

"Bo Xilai's actions created grave repercussions and did massive harm to the reputation of the party and state, producing an extremely malign effect at home and abroad," the official statement from a party leaders' meeting said, according to a report by the official Xinhua news agency.?

The Politburo statement also said that Bo took huge amounts of bribes directly or through his family and that he "maintained illicit relationships with numerous females."?

The criticisms and allegations against Bo amount to throwing the book at him: The wide-ranging charges go back more than a decade to when he was mayor of Dalian and continue through his removal as Chongqing party secretary in March.?

The Politburo panel said that the 18th Party Congress would begin on Nov. 8, paving the way for a once-a-decade leadership change at the highest levels of the Communist party.?

The 204-member Central Committee, a cross-section of the national party elite, usually convenes about a week before the congress to approve decisions already made by the Politburo. Privately, the committee will also approve the incoming leaders and a policy blueprint for the next five years.?

China closes in on Bo Xilai after jailing ex-police chief

The congress had been expected to take place in mid-October, though the preparations were overshadowed by the Bo scandal, China's biggest in a decade.?

The late start -- relative to past party congresses -- could allow for Bo to be dealt with before the congress starts and give the next generation of leaders a relatively clean political slate to work from.

China's most politically explosive trial wrapped in a matter of hours when Gu Kailai, the wife of Chinese politician Bo Xilai, did not object to murder charges against her. ITV's Angus Walker reports.

The scandal was set off when a trusted Bo aide disclosed that Bo's wife, Gu Kailai,?had murdered a British businessman.

Bo was sacked as party chief of the city of Chongqing; Gu Kailai was given a suspended death sentence after confessing to the murder; and the aide, Chongqing police chief Wang Lijun, received a 15-year prison term for initially covering up the murder and other misdeeds.?

The official statement also said that Bo had been expelled from the party as well as the elite, decision-making Politburo and Central Committee "in view of his errors and culpability in the Wang Lijun incident and the intentional homicide case involving Bogu Kailai."?Bogu is his wife Gu Kailai's?official but rarely used surname.

Wang Lijun, the Chinese police chief who exposed the murder of a British business man, has been sentenced to 15 years in jail after being found guilty of abuse of power, bribery and defection

It was not immediately clear what was meant by the reference to Bo's responsibility in the murder, although the abuse of power charges against Bo could be related to obstruction of justice in the case.

It was the first direct mention of Bo in state media in months. His name was not mentioned for both Gu's and Wang's trials.?

The end of those trials cleared the way for the party to decide whether to charge Bo with criminal wrongdoing.

The jury is still out on a solution to the national education system crisis, but the verdict is delivered with a heavy hand and a stacked deck in the formulaic "Won?t Back Down." Simplifying complex school-reform hurdles into tidy inspirational clich?s while demonizing both teachers? unions and bureaucracy-entrenched education boards, the movie addresses timely issues but eschews shading in favor of blunt black and white. It?s old-school Lifetime fodder dressed up in Hollywood trappings.

In the broadest terms, Daniel Barnz?s film, co-written with Brin Hill, is a dramatized counterpart to Davis Guggenheim?s 2010 documentary "Waiting for Superman,? which pointed to charter schools as the only way out of the public-education quagmire. That film was partly financed by Walden Media, the backers of this Fox release, suggesting that the problem of underperforming inner-city classrooms is a pet cause for the company.

In Barnz and Hill?s by-the-numbers screenplay -- which trumpets that vaguest of catch-all legitimization banners, ?Inspired by actual events? -- the catalyst for much-needed change at Adams Elementary School in Pittsburgh is crusading Everymom Jamie Fitzpatrick (Maggie Gyllenhaal). Her dyslexic daughter Malia (Emily Alyn Lind) is stuck in a class with a teacher (Nancy Bach) who is a monster of job-secure complacency, and a principal (Bill Nunn) too mired in unionized paralysis to help.

A single mother working two jobs and unable to afford tuition at better alternatives, Jamie bones up on the ?fail-safe? maneuver, the film?s equivalent of the parent trigger law. That controversial legislation -- on the books in some form in a handful of states and under consideration in many others -- allows concerned parents and teachers to intervene in floundering public schools. In the film?s example, it primarily means getting past restrictive union controls and a do-nothing education board.

The absurd idea that the parents of an entire student body are too apathetic to worry about their kids? education until Jamie comes along like some rocker-chick Erin Brockovich is just one of the film?s condescendingly movie-ish conceits. Played with grating one-note pluckiness by Gyllenhaal, Jamie overcompensates for her lack of a college education by self-consciously sprinkling her conversations with words like ?trepidatious.? Yet, darned if this scrappy dynamo doesn?t get the whole community galvanized.

Even more objectionable is the depiction of the burned-out staff at Adams. They mill around in the break room bitching about teachers like Malia?s, saying, ?The only thing the district does well is protect its mistakes.? But the general lack of motivation is palpable, and even Nona Alberts (Viola Davis), a committed educator like her mother before her, has lost faith in her profession.

The only exception at Adams appears to be Teach For America do-gooder and soulful hunk Michael Perry (Oscar Isaac), who leads his class in line-dancing numbers, accompanying them on ukulele as they sing about ?Goin? to College.? Naturally, this makes Jamie swoon.

A perfunctory romance blooms, but Michael vacillates in his support for Jamie?s cause. Preferring to focus his commitment on his class only, he is reluctant to stray from union-sanctioned guidelines. Jamie?s sole consistent ally is Nona, who risks alienating the entire teaching staff, including her feisty pal Breena (Rosie Perez). While she?s worn down by the challenges of a broken system, not to mention the end of her marriage and the learning difficulties of her own son (Dante Brown), Nona reluctantly gets with the empowerment program.

However, this is another one of those movies where a tenacious white person leads the charge to save inner-city kids, achieving a miracle transformation through sheer force of will. While Nona is the insider with the education experience, she?s second fiddle throughout the fight, getting much of her dignity not from the script but from Davis, who could do this role in her sleep.

In order to provide a gossamer-thin semblance of balance, Barnz and Hill plant one jaded idealist apiece in the teachers? union and the education board. That essentially leaves Holly Hunter and Marianne Jean-Baptiste playing variations on the same role, both of them primed for redemption as they rediscover their buried convictions. Elsewhere, the opposition is reduced -- most notably by Ned Eisenberg?s belligerently uncompromising union chief -- to a force of obstinate blindness as to what?s good for the kids, and for the majority of disillusioned teachers.

Given the disingenuous way in which this lumbering movie pushes obvious buttons and manipulates the audience?s emotional investment while conveniently skimming the issues, it?s a mystery how some of these names got roped in.

Following her breakout work in "The Help," this is a particularly unhappy use of Davis? considerable talents. Hunter also is too smart an actor to be stuck playing the transparent construct of a compromised Norma Rae. Lance Reddick (The Wire) is given an entirely thankless role as Nona?s businesslike departing husband, while Ving Rhames is on hand literally to deliver a speech as principal of the exemplary Rosa Parks Elementary School during a lottery draw for new students.

That scene is one of many such preachy interludes in a dumbed-down agenda film that veers shamelessly between didacticism and soap.

The ?Father of Security Analysis? wasn?t much of a husband or father. He divorced his first wife in 1937, when divorce was still socially unacceptable, leaving his four children stigmatized.

The next year, he married a young actress. But his interest soon waned and he soon dumped her to marry his secretary. In between, he had so many lovers and affairs that in a new biography The Einstein of Money, the author calls him a ?swinger.? When he died in Provence at 87, it was in the arms of his long-time French mistress, whom he?d courted away from his son!

Needless to say, Benjamin Graham was not a family values guy. But he understood a lot about stock values. In fact, he pioneered the field of security analysis and made a fortune for himself in the stock market. Understanding even a little bit about his methods can make you a much better investor.

Graham arrived on Wall Street in 1914, a 20-year-old classicist fresh out of Columbia University. He began to make a name for himself by finding bargain stocks selling for far less than their intrinsic value. He soon put his money to work buying cheap stocks with a high margin of safety. In 1948, for instance, Graham invested a quarter of his firm?s capital in GEICO. It climbed 1,635% over the next eight years.

In 100 Minds That Made the Market, Ken Fisher writes that Graham ?hated technical tools like charts and graphs and equally distrusted growth investors? blind faith in a company?s management, upcoming products and present reputation ? those just couldn?t be measured in cold, hard numbers. Instead, Graham relied on earnings and dividends and felt book value ? the physical assets of a company ? was the basis for making sound investment decisions.?

Graham insisted you should buy a single share of a stock the same way you would buy an entire company. Understand the business. Analyze the balance sheet. Do the math. Forget about the state of the economy or the hot trend of the moment. The only thing that really matters is the health and assets of the business you?re buying, not who?s in the White House or what?s happening at the Fed.

Graham laid out his core principles in Security Analysis, now widely recognized as the bible of value investing and a textbook still used in many college investment courses more than 70 years after it was published. He later distilled this work into The Intelligent Investor, a book for the lay investor that still ranks in Amazon?s top 300 ? 62 years after it was first published. In fact, both books sell more copies each year now than when they were originally published, the true sign of an investment classic and a claim few books can make in any genre.

Today Graham is perhaps best known for his famous prot?g?, Warren Buffett. Buffett took Graham?s principles and used them to become the twentieth century?s best-known investor and one of the world?s wealthiest men.

Buffett still credits Graham for much of his success. ?No one ever became poor by reading Graham,? says Buffett.

I can?t imagine a serious stock market investor who wouldn?t profit from studying Graham?s disciplined, common-sense approach. He is rightly viewed as the father of fundamental security analysis. And ? given his social life ? perhaps the father of much else, as well.

The good news in the wake of last night?s very bad news at the end of the Packers-Seahawks game is that the NFL and the locked-out officials spent a fourth straight day negotiating on Tuesday.

The bad news in the wake of last night?s very bad news at the end of the Packers-Seahawks game is that the NFL doesn?t seem to recognize that it has gambled with the use of replacement officials ? and it has lost.

Per multiple reports (including one from Peter King of SI.com and one from Nancy Gay of FOXSports.com), the NFL has opted to stand firm on certain key issues.

First, the NFL wants a bench of replacements (they?ll need a better word than that) to serve as in-season understudies for officials who aren?t performing at an acceptable level.? King reports that the NFL won?t guarantee that the officials will work at least 15 games.

Second, the pension issue continues to prevent an agreement.? The league wants to change from a defined-benefit pension plan to a defined-contribution system.? The difference, per King, is roughly $3.3 million per year.? The officials don?t believe they should have to tighten belts at a time when the NFL continues to grow fat.

Third, the amount of the raise for the officials remains in dispute.? The officials want an eight-percent bump.? The NFL has offered an increase of 2.5 percent.? Again, the discrepancy comes from the fact that the officials believe that, as the league?s pie grows, their slice of it grows commensurately.

The NFL remains stubborn, oblivious (at least externally) to the fact that the performance of the replacement officials underscores the value of the regular officials, who operate far more efficiently and reliably in the crucible of 60,000 fans and foul-mouthed coaches and big, strong, fast players and millions of eyeballs.? The performance of the replacements demonstrates the value of the regulars, and yet the league refuses to relent.

As King explains it, the league wants to ?wrest back control of the officials? performance week to week in an NFL season.?? But the ritual of collective bargaining requires a party that wants something to give something.? It seems like the NFL wants plenty, and that the NFL likewise isn?t willing to bend.

Sure, a raise has been offered.? Why shouldn?t it be?? Everybody connected to the NFL is making more and more money.? The officials should get more and more, too, especially if the NFL wants to emerge from the talks with new powers.

When it comes to the power the NFL has amassed over player discipline, the league is quick to point out that the NFLPA has sacrificed those rights through collective bargaining.? Regardless of whether it makes sense for the league to have a bench of officials, the NFL has in past negotiations allowed the current system to emerge.? To change it, the NFL must make real concessions.

But the NFL doesn?t want to make real concessions.? The NFL never wants to make real concessions.? That?s fine, but the NFL can?t then pretend that everything is fine.

As King writes, ?Ihe NFL is willing to look at the dispute as something like a game of chess vs. a game of checkers.? The league believes that the short-term pain of a football nation up in arms will be worth it two to four years down the road if they can improve the overall quality of officiating by adding what would be a taxi squad of three additional crews.?

Or the NFL can acquire that right by paying for it.? Instead, the NFL is willing to alienate fans, anger players, and tarnish ?the shield? in order to get its way, hoping that half of the locked-out officials plus one eventually will vote to take the deal.

The NFL is taking us all for granted.? In the end, there?s a good chance the NFL is guessing right.? But that doesn?t make it right.

Now that we have pulled out (and we have signed the mutual release over a month ago), the sellers have relisted the house and we have had 10 viewings so far. However, they refuse to sign the mutual release and return our earnest money. Our rental agreement was very clear in stating that the earnest money is not to be withheld as a security deposit.

Don?t ask the agent, ask the Broker. If that doesn?t work, call a real estate attorney and ask about a statutory cancellation. The attorney would file this cancellation and the Broker holding your earnest money would legally have to return your earnest money even if no cancellation of the purchase agreement was signed by the sellers. Kane County committee OKs 3 percent property tax hike

GENEVA ? The County Board soon could decide whether to put in writing an intention to collect more in property taxes next year ? and whether to leave it to newly elected board members to reduce that amount come spring.

Tuesday, the County Board Finance and Budget Committee recommended the full County Board approve a budget that calls for the county to increase its property tax levy by 3 percent, the maximum amount allowed by law this year.

Should such a tax levy increase ultimately be approved, it could increase the tax bill owed by county taxpayers owning a house with an assessed value of about $250,000 about $5 to $12 next year, with an average increase of about $7 a year, according to county finance officials.

However, while the budget, which must be enacted by November, would state the county?s spending and taxing intentions, the actual tax levy on which that budget is based will not be acted upon until spring.

So, members of the Finance Committee said they believe the current County Board should leave it to the next County Board ? which will be seated after the November elections ? to decide whether to leave the property tax levy alone or scale it back.

Finance Committee Chairman Jim Mitchell, R-North Aurora, said the next County Board will know more about the county?s financial footing than the current board does.

He noted the County Board is still waiting to learn how much Kane County will have collected in sales taxes and its portion of the state income tax.

?It means that [the County Board] will actually know what you?re levying for,? Mitchell told the committee.

Other committee members also backed the levy increase.

?All we?re doing is setting a budget,? said board member Cathy Hurlbut, R-Elgin. ?We can?t ask for more than what we budget.?

The levy increase will not be needed to fund raises for county employees, committee members said.

Instead, the Finance Committee backed a proposal to use the county?s general contingency fund to pay for a 2 percent increase for most of the county?s nonunion, nonelected employees and for raises specifically for the county?s assistant state?s attorneys and public defenders.

In all, those raises would total about $1.06 million that would come from money the county already has on hand, Mitchell said.

While stressing the levy increase will not be used to pay for raises, committee members did not state why the levy increase might be needed.

Mitchell said that will be discussed by the full County Board when it takes up the matter, perhaps as soon as Oct. 9.

That lack of specificity caused at least one committee member, Christina Castro, D-Elgin, to question the need to increase the levy at all.

?When I talk to constituents, they say they can?t even take another $5,? Castro said. ?I?m OK with using the money out of contingency to pay for these raises, but I?m totally opposed to raising the levy.?

U.S. actress sues anti-Islam filmmaker, YouTube in federal court

LOS ANGELES (Reuters) - An actress who said she was duped into appearing in an anti-Islam film that stoked violent protests across the Muslim world took her legal bid to federal court on Wednesday in a renewed effort to force it off YouTube.

The lawsuit filed by Cindy Lee Garcia names the popular online video site YouTube and its parent company Google Inc. as defendants, along with the Egyptian-American Coptic Christian from California believed to be behind the making of the film.

Last week, a Los Angeles Superior Court judge denied Garcia's request for a temporary restraining order that would have required YouTube to stop posting the crudely made 13-minute video, finding the actress was unlikely to prevail on the merits of her case in state court.

As in her previous lawsuit, Garcia accused the purported filmmaker of fraud, libel and unfair business practices. But her federal lawsuit also asserts a copyright claim to her performance in the video, titled "The Innocence of Muslims."

Garcia's case was the first known civil litigation stemming from the video, billed as a film trailer, which depicts the Prophet Mohammad as a fool and a sexual deviant. The clip sparked a torrent of anti-American unrest in Egypt, Libya and dozens of other Muslim countries over the past two weeks.

The outbreak of violence coincided with an attack on U.S. diplomatic facilities in Benghazi that killed four Americans, including the U.S. ambassador to Libya.

U.S. and other foreign embassies were also stormed in various cities across the Middle East, Asia and Africa. For many Muslims, any depiction of the prophet is considered blasphemous.

Google has refused to remove the film from YouTube, despite pressure from the White House and others to take it down, though the company has blocked the trailer in Egypt, Libya and other Muslim countries.

COPYRIGHT ISSUE

Garcia's lawyer argued in court last week that her client, who is from Bakersfield, California, has suffered harm similar to a person whose privacy is violated by the unauthorized release of a sex tape.

But Google's attorneys said that the rights of an actor do not protect that person from how a film is perceived.

In her latest lawsuit filed in U.S. District Court in Santa Clara, California, Garcia says that Google is infringing on the copyright she holds to her performance in the film by distributing the video without her approval via YouTube.

Garcia's lawsuit identifies Nakoula Basseley Nakoula, 55, a Los Angeles-area Coptic man who has served time in federal prison for bank fraud, as the film's producer.

On Saturday, a Pakistani cleric offered a $100,000 reward to anyone who killed the film's maker. Garcia said in her lawsuit that an Egyptian cleric had issued a fatwa, or religious edict, against anyone who served as a director, producer or actor in the video.

According to Garcia, Nakoula operated under the assumed name of Sam Bacile, misleading her and other actors into appearing in a film they believed was an adventure drama called "Desert Warrior."

After the fact, however, she learned that some of her lines spoken in the production had been dubbed over.

The alteration made it look like Garcia "voluntarily performed in a hateful, anti-Islamic production," the lawsuit says, adding that she has "been subjected to credible death threats and is in fear for her life and the life and safety of anyone associated with her."

Nakoula has been in hiding for much of the past two weeks after being questioned by federal authorities looking into whether he may have violated terms of his probation in the making or promotion of the video.

Kim Dotcom Reviving Megaupload as Copyright Case Could Be ...

News has emerged that Kim Dotcom, notorious businessman and founder of MegaUpload.com, is reviving the service. Back in January the U.S. Department of Justice seized the domain names and sites over copyright infringement issues. According to reports, coding work for the new MegaUpload is nearly finished, servers have been ordered, and investors are lining up.

Dotcom has faced a series of legal issues since the initial seizure and arrest; however a recent development revealed that the prosecution in the case against Dotcom relied on what amounts to illegal government intelligence agency surveillance by the Government Communications Security Bureau (GCSB).

He has reported spent millions on legal counsel already. Dotcom also vehemently objects to the U.S. actions against his empire, placing square blame against President Obama and his administration.

The net effect of the MegaUpload.com seizure and prosecution has done little to stem the amount of internet piracy. There have always been alternatives for file sharing, and the truly determined find ways of getting this information out there. Recent events have taken down the bit torrent site Demonoid and arrested founding parties from The Pirate Bay. Neither action has slowed or stemmed the sharing of files significantly for very long. Dotcom no doubt sees this opportunity and is planning to step right in, and use this newfound notoriety to bring MegaUpload.com back with a vengeance.

Q: Hello?4 Weeks ago we were presented with a cash offer and given 25000 earnest money to hold the deal. 2 days before we were supposed to close the buyer stated she was unable to obtain the funds and wanted an extension of 3 Weeks. She has not signed an extension letter its been 11 days since our closing date?.our realtor told Us that in Order to get the earnest money we would have to take her to court because it?s over 8000?.we meet every contingency we are living in an apartment and we already wrote our builder a check to begin our new home?.our realtor also told us that in order to sell our home to another party she would have to sign a cancellation agreement?how can that possible be??? She is completely in breach if contract..however we have to fight for the earnest money..AND we can?t relist or home?.this makes no sense to me!!! We just have to sit in limbo and wait???? any answers would be greatly appreciated!!

A:You probably have a very clear right to declare a default and keep the deposit, but only a lawyer can tell you that after reading the agreement. The agent is telling you what her office POLICY is regarding the deposit, not the law. Many times the agents do not even know that there is a difference. I suggest you try first to call the broker in charge of that office and request that they release the deposit to you without a ?cancellation? from the buyer. Tell them you will release them from liability if the buyer comes after them. If they refuse, your only course is through an attorney. Sorry for your troubles and good luck!

A: You need to refer to your original contract when the buyer does not close on the home. The real estate purchase contract should have specific dates that keep the contract valid. If there was no extension addendum signed by the seller and the buyer, it sounds as if the contract is null and void. You need to refer to your purchase contract to see if you can retain the earnest money as liquidated damages.
